Can you take the feat flyby attack if you do not have a fly speed all of the time? My character has a fly speed only when raging through his 12th level celestial blood line ability.

Since it's not for PFS, you could probably just talk to your GM.

Seems pretty reasonable.

But I think, generally, the answer would be "No".

Another example: Barbarian takes the Rage Power that grants Two-Weapon Fighting while in a Rage.

Said Barbarian could not use that as a prerequisite for Improved Two-Weapon Fighting.

And yet the Fly skill can only get ranks if you can reliably fly. Even if only a few minutes a day.

I would say if you can reliably meet the prereqs each day, you can get the feat. You only gain the benefit while you meet the prereqs.
