He means Buckler Duelist from Inner Sea Primer.
It's funny, the Tekko-Kagi does the same damage as a light shield so there's no benefit there. It's a weapon, not a shield so no magical shield bonus'. I guess what NikolaiJuno is looking for is a way to use the tekko-kagi as both a weapon and a shield so feats like Improved Shield Bash would work.
Sadly, I don't know if the wording allows for this. Buckler duelist allows you to shield bash with a buckler. The tekko-kagi can be used as a buckler, but does that mean that while using it in this way you could shield bash with this archetype? I want it to work, but I feel like it doesn't, mostly because of the Improved shield bash feats wording.
Now, for a home game I'm sure a DM would allow it. It's more than reasonable and has a heck of a lot of flavor. It's a simple extrapolation on the wording. The archetype modifies bucklers, the tekko-kagi can be used like a buckler, the improved shield bash feat modifies shields (a buckler does count as a shield, the tekko-kagi can be used like a buckler, ergo, like a shield) and thus you end up being able to attack, gain a shield bonus and be great at disarms all at once.
I myself would allow it, but I don't know about society. The weapon is legal for Society play, so it should get some clarification. Especially since the weapon description could use some cleaning up.
When do you change "mode". At the start of your turn? Can you disarm with some attacks and actually attack with other attacks?
I won't FAQ your question. It should be worded differently to include the nuances of the archetype, since this is legal for Organized Play along with the tekko-kagi.
TLDR; Repost this question with appropriate links and more specificity. I'd allow it, but I don't know if Society Play would.

(Un?)Fortunately, while a tekko-kagi can grant a shield bonus (like a bill when fighting defensively/with full defense, a boar spear on hitting a charging foe when readied, a meteor hammer in fortress mode, or a scizore), it can't do so when attacking (like the scizore); also like the scizore (or any of the weapons I just listed listed), it is not a shield, so none of the shield bash feat chain apply.
IMO, the biggest advantage for using a tekko-kagi is the ability to make disarm attempts without provoking an AoO; one feat (Exotic Weapon Proficiency) instead of two (Combat Expertise and Improved Disarm) and no Int prerequisite.
