They're both lawful settlements right? They both seem to have the bulk of players up in the north. The numbers distribution up there makes them excellent opportunities to be rivals and have something to do. But are they both playing good aligned and are in this highlander thing.
Seems to me if you all choose to be buddy-buddy up north, you'll have a long way to go to do anything other than harvest and do escalations.

When there's no need for fighting, it gives folks time to grow and prepare for any future conflict. I wouldn't see any reason to go out looking for fights. We'll get that, more than likely, once we're all established and they start shipping trade caravans for some of that abundant Coal...how could bandits resist!

Speaking for myself, Ozem's Vigil feels a responsibility to a very large area. We anticipate the potential for some issues with Xeilias in the South, and perhaps Freevale on our South and East fringes. And at least one of our Companies is full of energy and exuberance, and may feel the need to test their mettle in other areas of the land.

First, I really don't see this as anybody's business except the two named settlements.
Second, odds are good there are enough players who seem entirely unable to handle the idea that not everybody wants to be in a constant state of general warfare that they will seldom lack PvP opportunities close to home.

I think it is excellent with a corner for the Hobbits!
And the beauty of this sandbox is that they still need stuff from the rest of the world so there will be trades and interactions aplenty. actually it will be even more reason to go up to the peaceful Shire to plunder ... get the top notch goods for a fair price.

Yup. "We're not starting the game already at war," doesn't sound like a problem to me. We'll develop economically, and as the economy gains features, attacking us will look more worthwhile than it does now. At that point, we'll have to protect whatever we've gained.
Until then, I don't expect to see much PVP beyond repulsing the occasional "let's roll on them for the lulz", which is fine.
If I really want PVP, I'm sure there are settlements to the south that would take a volunteer soldier.
