My friends and I are at odds about what this stuff does and how it works maybe you guys can help me out.
if I have the gold can i just find an enchanter in town and just GIVE my weapon or armor that enchant for the listed price?
What does +1,+2,+3.. do for weapons, what does +1,+2,+3... do for armor?
HOW do i give either +1,+2,+3....?
Can I enchant the same weapon or armor multiple times?

On a weapon, the +1, +2, etc. is an Enhancement bonus that adds to Damage and Hit modifiers. So if the weapon is +2, you get a +2 Enhancement bonus to hit and to damage.
On armor, the bonus is an Enhancement bonus to Armor, making the armor bonus that much higher. Studded Leather has an Armor bonus of +3, so +1 Studded Leather has an Armor bonus of +4.
Weapons and armor have to be at least +1 to have other effects on them (like Flaming or Ghost Touch).
In order to "upgrade" a weapon, you have to calculate the cost of the new weapon, minus the cost of the old weapon, and then pay the difference (if you are crafting it yourself, you follow the rules for creating the new weapon, minus the cost of creating the old weapon for the cost). This can be done as many times as you want.
So if you have a +1 weapon, you can make it into a +2 weapon for the difference in price (8k - 2k = 6k). Later you can make that +2 weapon a +2 Flaming weapon for the cost of a +3 weapon minus the cost of a +2 weapon (18k - 8k = 10k). And so on.

The availability and willingness of somebody to do the work is determined by the GM, but game mechanically, there is nothing that prevents a character from hiring an NPC to do the work.
