Half-orc access to human spells and class options.

As written:

Orc Blood: Half-orcs count as both humans and orcs for any effect related to race.

Does this give, say, a half-orc inquisitor access to the human Favored Class Option and access to human spells (such as Bestow Insight).

Or is it just for effects such as Bane or Favored Enemy?
