Not every creature in existence is going to be referenced in the Bestiary.
Unless you are playing PFS the GM can probably figure what the stats for common animals are if the situation comes up by comparing the creature to something in existence of just eyeballing it. For most of these non-combat type creatures the stats are more or less meaningless.

When Paizo's materials reference it, yes, I do expect to be able to see what that means. It's hardly asking for "every creature in existence."

Do you need stats for a rock too?
Because Polymorph Any Object references those as well.
A shrew is a tiny insignificant rodent creature. It doesn't matter. There is no reason to have stats for it.
It "references" them only in the sense that they are mentioned in reference to a creature in a different Kingdom, Class, and Size category as a Manticore.
None of those factors would be clarified or expanded on by a statblock, because only one of those is a game term (size). They are scientific terms.
