So I've heard that ability score changes got wonky in PFS (still haven't seen the source) so I was wondering how it worked.
I know that ability damage and temporary buffs/debuffs (like bull's strength/ray of enfeeblement) can effect damage, dex, to hit, hp, spell dc, but not spells/day, weight limit, and a few Others. Can someone clear up what is affected and what is not? What if someone cast cat's grace on a guy with combat reflexes? Does a swashbuckler's maximum Panache go up if she gets eagle splendor?

There are no PFS specific rules regarding this.
I would recommend reading up on the Core Rulebook FAQ, though.

As Nefreet said, no PFS-specific rules. As for ability score changes in the rules in general, you probably heard about this FAQ, which states that temporary ability score bonuses function exactly the same as permanent ones, influencing all the same things that permanent bonuses affect.
Note that some people have a hard time accepting that the FAQ says what it says, but it's usually because they think it enables things that it doesn't enable.

If that's true, then if you, say, ray of enfeeblement a fighter down to 12 strength, you turn off his power attack (because he no longer qualifies for the feat)? Is that right? Touch of idiocy the wizard and they loose all prepared spells that day? Seems like a good way to completely beat down a party.

That is not how things work.
Only drain actually lowers an ability score.
Damage and penalties do not.
They instead incur penalties to stat-based modifiers, such as attack rolls, saves, skills, that sort of thing.
Okay, I was misunderstanding. I thought it was the temporary adjustment to ability scores that was the issue, not damage vs. buff. Now stuff makes sense. So if I get poisoned and loose my dex, it doesn't effect my AoOs per round with combat reflexes, but if I get cat's graced with combat reflexes, my AoOs go up. Got it.
