Potion: you put in the potion the spell you (or a spellcaster that is helping you) have memorized or have as a know spell (spontaneous spellcasters). You can't put a different spell in the potion.
So your witch will be unable to make CSW potion unless there is an available caster that can prepare CSW as a third level spell.
The staff is a bit more tricky.
To recharge a staff you must use a spell of slot of the highest spell level that can be cast by the staff.
Staves are spell trigger items, so they follow the same limitation of potions: the spell level (not the caster level, this is a situation where we have problems with the multiple uses of levels) is set when someone make the item and is based on the spell he had prepared.
If it a brought or found item the GM should say you what version of CSW is in it, the 3rd level version or the 4th level version. The normal default (and the pricing of staves) is based on this progression wizard, cleric then other classes.
So Staff of healing:
CSW: cleric version, level 3
lesser restoration: cleric version level 2
Remove Blindness/Deafness: cleric version, level 3
Remove Disease: cleric version, level 3
You use a third level slot to recharge it.
If instead the staff was made by a witch it would have a different price, and CSW would be a 4th level spell.
