            You do know you are arguing against you own point now right? Because if thing worked the way you say they do then pretty much the entire primary ability of the archetype is redundant. The only piece needed would be the sentence saying you can wield 2 bows.
The remaining text if clarification AND some important rules. Bows aren't light. You use normal rules. Extra bow attack feats only affect one bow. ect.
You only need the rules allowing TWF if you normally can't, which indicates that yes, kasatha normally only have two hands of effort
AH... no. You can wield weapons but not be able to attack with them. You can wield a boulder helmet, spiked armor and two daggers but you can't attack with all 4. In a human you are limited to two. The kasatha have 4. 1 primary hand and 3 off hands. As I pointed out, it's up in the air if two off hands can wield a weapon that requires two hands, so the extra clarification is expected.

The Kasatha is undoubtedly a Paizo 0 HD version of the Thri-kreen, that was once a official psionic race in 3.5 . If you wanna know how MWF works, check for a Thri-kreen build, or here

Multiple Limbs: Thri-kreen have four arms, and thus can
take the Multiweapon Fighting feat (page 304 of the Monster
Manual) instead of the Two-Weapon Fighting feat. Thri-kreen
can also take the Multiattack feat. (These are not bonus feats.)
I hate to be pointing out scruciating minutia like this. As I said, it should be obvious.

Pathfinder is not 3.5. "Obvious" is not a valid RAW argument.

            The CRB was written under the paradigm that ayers would be playing normal humanoid races, hence the reason why there isnt any language regarding 3 or more armed PCs in the rules. The GM is going to have to adjudicate more and actually make his/her own decisions when it comes to things that fall outside this scope.
That doesn't mean that we don't have anything to offer us guidance in order to come to a reasonable conclusion.
The MWF from the Bestiary, as others have already pointed out, is a strong clue as to how we should go.
There is also a three-armed creature in the RotRL AP that has an extra off-hand attack due to its third arm.
If we dig hard enough, there will be other examples, too.
