Flight Maneuverability Penalties and Monster Statblocks

Ahoy.

So...

"A creature with a natural fly speed receives a bonus (or penalty) on Fly skill checks depending on its maneuverability: Clumsy –8, Poor –4, Average +0, Good +4, Perfect +8. Creatures without a listed maneuverability rating are assumed to have average maneuverability."

Does anyone know if this penalty is already taken into account in creature statblocks, or if it is applied to their unmodified Fly bonus?

You should be able to calculate based on their skill points and such. Look at a perfect fly monster with low HD and calculate what it should be with max skill points.


The penalty should be already applied. Errors may occur; it usually isn't worth the effort to go through and check them all (since monsters typically only last a couple rounds at best), but if you have the time and think something funky is up with a creature's stat block, you can always go through the motions.
