Yes, you can play them. But mechanically, they're either the base version or using alternate racial traits from the ARG (Ekujae might use the Savage Elf subtype, for example).
This may no longer be entirely true after we get Inner Sea Races, with that providing additional ways to do this. We'll have to wait and see.

Wow! How did I miss the announcement on that one? Very, very cool, and will probably end up being my favorite sourcebook.
Edit: I'm not finding a link to the product page. Is it only in the catalog so far then?

I believe that's correct. It's not coming until well into 2015, after all.

I finally discovered the half-elf and half-orc heritages in Bastards of Golarion. I think they are amazing, and am now looking for the elf and orc heritages they are derived from. Are Ekujae and other elf subspecies playable? What about the orc subspecies? Does anyone know where to find them?
That's up to your GM. If you're asking about Society play, in which case this is in the wrong forum. What you do is that you go to the Additional Resources section for the book that contains the mechanics/stuff you want to use and see if it's included in the "this is allowed" section.
