Starting the set-up for my campaign in Roll20 I was creating the second encounter, "Die Dog, Die!", when I noticed that the stat block for Aldern Foxglove is nowhere to be found in the whole manual (neither the stats for his dog, poor lad). Do I need to create them myself? Do I need to create the stat blocks for every friendly/neutral NPC in the campaign?

I think Aldern has stats in book 2. However from what I remember you do not need his stats in part 1 as he is rather better than the players are at the start of part 1 and it is cowardice on his part rendering him useless and if you have him use his full abilities it makes the pc's pointless. Although perhaps he acquires some or all of his levels post part 1.
In general though npc's who are not expected to fight (for or against the pc's) don't have or need stats they will have a class and level if you do need them , but it is not worth statting out all of Sand Point for instance

If you need stats for him I would use the stats above. I couldn't find an Aristocrat 2 but this should do as long as you give him some damage and change his equipment a bit for that first encounter.
If you are thinking of using him during the combat at the boar hunt remember not to let him take too much shine from the players.

I found that there was really no point in statting out Aldern. The PCs should be a bit skidged out about him anyway, not really hating him per se but being uncomfortable and not wanting to spend time around him nonetheless. Also, if Aldern is the only NPC that you refer to a statblock for your players, they're going to smell something coming with that character a mile away. Better to let him be an unstatted groupie for a little while, then make him "disappear" on a personal mission to "rally support from the nobles of Magnimar" when sheriff Hemlock leaves to gather reinforcements and apologize to your players for making such an annoying npc out of him. Then blindside them with part two and cackle maniacally behind your gm screen between rubbing your hands together and twirling your mustachios...
