Can alchemist use scrolls or wands for the Extracts they know without using UMD?

I don't think so, but I'm not 100%.

There is a distinction that that alchemist don't cast spells, so I'm not sure they qualify to use spell completion or spell trigger items as they don't know anything about casting spells.

Wands, but not scrolls.

Nope. No wands without UMD:

Spell Trigger: Spell trigger activation is similar to spell completion, but it's even simpler. No gestures or spell finishing is needed, just a special knowledge of spellcasting that an appropriate character would know, and a single word that must be spoken. Spell trigger items can be used by anyone whose class can cast the corresponding spell. This is the case even for a character who can't actually cast spells, such as a 3rd-level paladin.

Alchemists don't cast spells and don't have a special knowledge of spellcasting, so no wands.

Scrolls can only be used to scribe the spell into their formula book, and only if said spell is on their list of formulae.

Not true. See thejeff's post.

Overridden by the text in the Alchemist class description, specifically saying they can use spell trigger items.
