I gathered that if you're doing the close attempt on a location out of cards, that's basically the end of your turn, and I thought I read something about this other option somewhere, but can't find it.
I'm at tempest cay. I encounter and defeat the henchman. I then succeed at the closing check. It then says, 'when permanently closed, on closing, move to a random other location'. Could I then explore at that location spending a blessing/ally/whatever?

If you defeat the henchman, you immediately attempt to close your location as part of the resolution of the check.
If you somehow got to move, and that way to move didn't explicitly say "Move at the end of your turn," then I'd say your turn would continue right after that combat check, where you may explore again.
Seems legit to me.
Now, if you closed the location WITHOUT killing the henchman (empty deck" you could not explore again as you cannot attempt an empty deck closing until after the exploration phase.
Finally, if the way you moved said to move at the end of your turn, like RotR's Amiri's power, obviously it would be the end of your turn and so you cannot explore again

Hm, I wonder because I encountered this before.
Let's say I trigger Iesha Foxglove from the Haunt. I believe Iesha gets encountered before closing applies; but you evade Iesha with a Cape of Escape. You still get to close the location, right? I believe so since there's no requirement to actually be at the location you close.
If you do that, you can probably explore past as well.
