My party captured Caizarlu alive and is currently bringing him back to Sandpoint for Justice.
I am curious as to how people handle necromancy in their games. Is it a crime in Sandpoint? What is the penalty? All they really have on him is that he created zombies using the corpses of those who died in the sanitarium. They can't prove that the people were killed or even that they died of wilful negligence (though that is probably the case).

Is it a crime in Sandpoint?
It's better to ask if it's a crime in Magnimar and other city holdings. Sandpoint may not have any experience with necromancy situations on "legality" field, so they possibly don't have required laws on the matter and use Magnimar laws instead (as set of rules, or as recommendations only).
In my game, Caizarlu was sent to Magnimar for trial. Situation was beyond Sandpoint jurisdiction. I used this as hook for introducing party to Ironbriar.| RuyanVe |
I don't know if it's considered a crime, but it's certainly evil. I'd go check the local clergy for their reaction.
If you want you could have them appeal to the town's council for punishment/trial.
If not I like the idea of Ashkar introducing Ironbriar--if you didn't have the opportunity before. Otherwise I'd take it as another chance to show the PCs what a law-abiding character he is...

Heh, that'd be fun. Caizarlu ends up being the witness for the prosecution. Necromancy ends up being a misdemeanor, but willful negligence allowing for the deaths of patients under Habe's care is a felony. Caizarlu gets his sentence reduced or even waived in order to send Habe down the river, and the PCs have a recurring villain!

I looked at Undead Slayer's Handbook guidelines. If Sandpoint had some experience in necromantic situations, and has its own laws on the matter, Caizarlu will get execution. Don't think that town will go with life sentence - too risky and resource consuming (the last should be stated by someone like Scarnetti). But as I see it, Sandpoint isn't experienced, so felony option, with transportation to Magnimar for further considerations, is more likely (and even there, it's only felony again for him - lucky guy).

It's interesting to note, that in Galduria (considering daring experiments in all fields of magic in Twilight Academy), necromancy may be only an light misdemeanor.

My group kept him locked up in his own cells in the asylum and returned to Sandpoint to tell the Sheriff. Since our ninja was a former Scarzni, he knew they were looking for him. He stole the cell key and informed Jubrayl and got a nice finder's fee. The sheriff reported the next day that Caizarlu was missing from where the PC's claimed he'd been stashed. He was never seen again.
