Hello! Searched around the internet for a long while, but in the end, I was unable to find any kind of decisive advice or example of a necromancer build for arcane casters in a pathfinder-related context.
What I want to do with this character:
ABILITY DAMAGE , CON BLEEDING and generally debuffing enemies into the floor.
I don't need minions at all, but if the character survives until later levels and the opportunity presents itself, then having at least a little ability to prevent enemies from getting to me.
So, starting off, 25 point buy and level 6. Race will most likely be human.
What do I do?

Spell Focus and Greater Spell Focus. A lot of the good debuff spells have saves. You are Lord of the Debuffs: make sure you can debuff. Also look for no-save spells. And make sure you have spells targeting all three saves -- a giant will likely make Fort but not Will or Reflex saves.
Don't overlook fear as a tool. You've got a lot of great spells to make enemies run away and eat AoOs from your friends and minions. Even if some in a group save, you've split them up and reduced the problem of dealing with them.
If you want to do ability damage, don't dump enchantment. Most spells that damage mental stats bling to that school.

Make sure to pick up the Undead Master feat, as well as the spells Animate Dead and Command Dead. Round out with your favorite debuffs and you should be good to go!
If you want to focus on debuffing, it might be worthwhile to check out the Halfling Jinx alternate feature. There are a lot of feats (including metamagic) that work with it.
And if it wasn't already, Enervation should probably be one of your 1st 4th-level spells.

Wildblooded (Sanguine) {replaces 1st level power and arcana}: this one isn't necessary, since you lose Grave Touch which gives the shaken condition, but you do get +1 CL on necromancy spells
False/Razmiran Priest {replaces 9th level power and 3rd & 5th bonus spells}: This is for False Focus to help Animate up to 4HD of creatures per casting, free of charge. aid is kind of like false life anyhow.
Seeker {replaces 3rd and 15th level power}: mainly for the +4 concentration and CL checks vs SR, but the 15th level ability can give you free Reach Spell on your vampiric/chill touch, without having to cast Spectral Hand, or an Intensified Vampiric Touch/Finger of Death.
They all stack and the powers you'd lose (aside from Grave Touch) don't really do the debuff or ability damage thing anyhow.

I consider my Undead Kitsune Sorcerer a very effective Necromancer.
So while Kitsune is not mandatory for this type of character it does help quite a bit.
You are primarily made for debuffing and then taking control over them. Be that before or after their death... Not even in death are they to be free ;)
Lady Ileosa here: should show you how such a character could work. Just switch the spells around a little bit to achieve a bit more debuff and you should be set.
If you go Human you have the advantage of getting far more known spells broadening your ability to react to more types of situations. Although loosing out on the extra DC you get from Kitsune will be tough.
Oh and I was going to the final power of Arcane bloodline on her for the extra +2 on her enchantment spells but some metamagic feats would do nicely and the good old metamagic trait(s) can of course be choosen as well. Nothing like an empowered Enervation for the mid-teens ;)
