Reflex penalty underwater?

Hi all,
Just after a quick piece of advice....

We are trying to determine if there is any dex penatly to reflex saves if your underwater?

The only thing I can find is that in underwater combat there is a -2 to hit and half damage and movement is half.... And a quick search on the forums didn't really help.

Any help appreciated

If it doesn't say there's one, that's a pretty good indicator there isn't one.

The discussion is mainly around if an underwater creature casts a spell against a character without free movement etc, and it requires a reflex saving throw, surely your reactions would be slower? (Which is at the core of our round the table........discussion)

E.g our rogue is trapped in a room full of water with a fish that can throw lightning bolts... He doesn't have water breathing and is using the standard CON calculation for holding your breath.

But if there isn't, bonus for our hapless rogue.... :-) while the rest of us try and figure out how to get him out....before he dies.... Again.
