A bard is trained to use the Perform skill to create magical effects on those around him, including himself if desired. He can use this ability for a number of rounds per day equal to 4 + his Charisma modifier. At each level after 1st a bard can use bardic performance for 2 additional rounds per day. Each round, the bard can produce any one of the types of bardic performance that he has mastered, as indicated by his level.
Emphasis mine. I remembered that I had a discussion with a friend about this. He stated that even if you multiclass outside of Bard, you still continue to gain Bardic Performance rounds, as it states each level, rather than each level of Bard.
I believe that it is only when you gain levels in Bard, but I am posting this to verify the clarification. If anyone else can help me out, it would be helpful.
I would say only bard levels count. Otherwise it would be far outside the norm, where only class levels advance class features.

Under Multiclassing
Note that there are a number of effects and prerequisites that rely on a character's level or Hit Dice. Such effects are always based on the total number of levels or Hit Dice a character possesses, not just those from one class. [b]The exception to this is class abilities, most of which are based on the total number of class levels that a character possesses of that particular class.
So no, you don't gain Bardic Performance from non-Bard levels generally.
When you read class abilities they are written as the only class. They are never raised by multiclassing unless explicitly stated.
