I will keep it simple, in my current campaign the wizard split from party.
A bright idea came into my mind, do some solo sessions with him, to caught up with the rest of the party.
The Wiz is level 13. I wanted to send him in an Interplanar adventure in which he will meet a couple of NPCs which could help him collect a series of artifacts in the planes. He needs to visit the city of portals and find useful contacts to have access to the better portals, because the plane shift spell in my world is highly erratical, and could get him killed.
Any suggestions guys? regarding:
1. Encounters
2. NPCs
3. Investigative puzzles
4. flavor places.

Ooh, tricky. You're going to have to be careful here, because at level 13 if that wizard gets grabbed, he's pretty much dead. This seems like a great opportunity to play around with Planar Binding or True Name - depending on what kind of outsider he wants to team up with and what he's trying to do, things could get pretty interesting.

Hmmmm :} Maybe a Devil, the planar scenario is pretty rough atm in the campaign, there is a cold war between the gods of good, and the cunning evil is hiding and benefiting from everything, still Devils are interesting in my world, because even though they are evil, they obey the natural order of things, and they would help anyone who tries to alter it, that would indeed give an interesting character to the campaign.
How should i name him?

What kind of mythological influences are you using? You could use fallen angel names from the Bible, or use demons from India, or folk tales from China or Japan. You could use a Trickster figure from Native American mythology, or use South American mythology if you're familiar with any of those traditions.
Since the Devils don't intervene directly, a Devil could approach the wizard to help complete a task. The Devil may already have a patsy delivering a magic item, but wants to wizard to assist to make sure the delivery is made. It could be a series of acquiring items and delivering them, like an old-school computer RPG (deliver this item, and the recipient will give you an item to deliver to someone else, who will also give you an item to be delivered).

Ooh, there's a lot of potential intrigue here! Off the top of my head:
- The wizard has to find out what's in the devil's box before they deliver it.
- The wizard has to steal/replace what's in the devil's box without the devil noticing.
- The wizard has to secretly get in touch with some angels & set up a sting operation on the devil.
- There's nothing in the box; the devil is an assassin.
- The wizard has to protect the devil from demons.
- The wizard has to protect the devil from angels. (Can you kill the good in the name of the greater good?)
- The wizard has to bargain away favors or even parts of his soul to get what he needs.
The list goes on!
