I just asked a similar question a minute ago, this may help. If all attacks are primary...does the multiattack feat help, it doesn't seem so.
Some natural attacks types are secondary (hooves, pincers, tail slaps, wing buffets, etc) while some are primary (claws, bites, slams, stings, etc). This is just part of that attack's nature, and when you are only using natural attacks, it cannot usually be changed (the 1.5x str rule makes that natural attack primary though).
Multiattack helps those secondary attacks, and it helps when all are forced into secondary by a manufactured weapon.

But using a manufactured weapon and natural attacks makes those natural attacks become secondary attacks, so the feat can still be of some use even if all your natural weapons are usually primary.

There is one other way to get 1.5x STR to a natural attack, but you need a lot of feats to do it... Basically you need to take Feral Combat Training with your selected Natural Attack, then take Dragon Style.
So if you had two claw attacks and all the necessary feats to have FCT with your Claws, you could apply the effects of Dragon Style to your first claw attack on a given round (i.e. 1.5x STR), even with a Full-Attack routine of claw/claw/bite.
There is some debate on whether this first claw attack would then gain the additional (+50%) damage from Power Attack... But that's a discussion for another thread... Sorry for the potential derail.
