With animal companions, they can take any feat they qualify for if they have an int of 3+
Does this mean if they have a cha of 13 (specifically looking at Pteranodon with a +1 bump) would they qualify for eldritch heritage if they have skill focus in the right skill. for animal companions are leveled creatures.

Yes.
Why would you think otherwise?

the feat itself says 3rd level Character. based on the wording of it, i want to know if animal companions count as characters.

I'm actually not sure that's how it works. It appears that a creature's CR determines its Class Levels.
So, a Minotaur, which is normally a 6 HD creature, is a CR 4. A Minotaur Barbarian-2 would have an effected Character Level of 6, not 8, even though it has 8 HD.
And, judging by how Animal Companions are listed in modules, their CR is "-".

Core Class: One of the standard eleven classes found in the Pathfinder RPG Core Rulebook.
Base Class: A class that progresses from level 1–20.
Caster Level: Generally equal to the number of class levels (see below) in a spellcasting class. Some prestige classes add caster levels to an existing class.
Character Level: The sum of a character's class levels.
Class Level: The level of a character in a particular class.
It doesn't mention anything about HD factoring into a character's class levels.

the feat dosent say class level, it just says level. i want to do it for pfs, however its one of those iffy things. and based on the chart for animal companions, it is a leveled creature, but not a charachter of what the feat says.

I'm not disputing that Animal Companions are Characters. That's what the "C" in "NPC" stands for.
What's at issue is their "Character Level".
The "Level" listed on the Animal Companion chart refers to the Level of the Player Character with the Animal Companion class feature, not the Level of the Animal Companion itself.

I suppose there may still be a way. I believe there is a way to determine an Animal Companion's CR, but I'm not keen on how to do it. Once you find that out, according to the "Monsters as PCs" section, its CR equals its Character Level.
Except, those rules aren't allowed in PFS, so this is still a no-go for the OP.
