Ninja'd before I even wrote my answer...
When 3rd ed came out, along with these buff spells, no class got the whole set. They spread them out so you couldn't have all 6 stats buffed by one spellcaster. Why? Perhaps the designers thought it would be unbalancing if clerics could get a higher dex...

@Gilarius: As far as I remember the stat buffing line of spells had a 1 hour/lvl duration untill 3.5, which meant that access to them was very important and powerful.
Yes, I was being ironic. Given how over-powered Clerics were in 3rd ed, that couldn't have been the reason.
