in an adveture we are about to do the Skinwalker monk and the goblin rogue have come up with an idea to have the goblin ride the werebear into combat. the skinwlaker is medium sized goblin small what rules do they have to worry about such as initiative? other than can the monk lift the goblin, mounted combat

Keep in mind that a skinwalker is not the same thing as a werebear.

I would ask your GM about doing this.
