A bite attack is a melee attack and gives 1 1/2 times your strength bonus to the damage. Is there a minimum or is 1 1/2 times zero still zero? (I'm afraid it is, but hoping. :) )
On a critical hit with bite is it just for a natural 20 (+ confirmation) and x2 or is there something else? I couldn't find anything about critical bites.
Can a kitsune in natural form make two attacks? One a bite and one with a shortsword? Any penalties with either?

All natural attacks have a critical threat range of 20 and deal x2 damage unless noted otherwise.

Here's the Bestiary line on the topic:
Creatures with natural attacks and attacks made with weapons can use both as part of a full attack action (although often a creature must forgo one natural attack for each weapon clutched in that limb, be it a claw, tentacle, or slam). Such creatures attack with their weapons normally but treat all of their available natural attacks as secondary attacks during that attack, regardless of the attack’s original type.
The short answer is yes. You can attack once with your weapon and once with your bite, but only during a full attack action.

Specific trumps general. Generally, you get 1.5x Str if it's your only natural attack. However, in the more specific case of combining a single natural weapon with a weapon like a shortsword, it says straight up you get half Str to damage. So, with a Shortsword and a Bite and a BAB of 3 and other bonuses totaling +2, you'd attack with Shortsword at +5 and bite at +0 and the bite would do half str. If you had a one-handed or two-handed weapon, you could two-hand it.
