Neighboring hexes that are infected by different escalations will effectively "attack" each other every hour, reducing each other's infection strength by a percentage of the attacker's infection strength. If those attacks are strong enough to remove the defender's strength completely, then the hex will become uninfected (or may even be instantly infected by the attacking escalation if the attack was powerful enough).

Not at the moment. We hope to add that limitation in eventually, but it's probably a ways off.
