At-Will+Somantic and Verbal components

If I'm using a helm of telepathy, do I have to perform the components for the detect thoughts spell? Or do I simply need the standard action to 'will' the effect into activation?

Just the standard action. The only items where you might have to do components would be scrolls, pretty much.

I would say that even if you don't need to use components, you still need to use a command word, as it's an activable.
