Simple question...

If a creature, for example a dragon, is prone - can it just fly up from the ground or does it need to stand up first?


I think it could fly up from the ground rolling a Fly check DC 20 for "Flying up at greater than 45° angle"


I think by RAW that it definitely could. I also think it is RAI.

I might introduce a houserule that prevents flyers below a certain threshold of maneuverability to fly up from prone... But I'm not completely sure I would do it. And I would definitely discuss it with the players first.

Technically, there's nothing besides a RAI reading and a sketchy extension of a rogue talent that says that players can't move normally while prone - in the same way that they can take actions while dead, etc.

That said, I'd be inclined to give any flier with >average maneuverability the ability to do so. Other ones will have to stand up *then* take off, provoking twice instead.
