Slow Time (Su): At 12th level, a monk of the four winds can use his ki to slow time or quicken his movements, depending on the observer. As a swift action, the monk can expend 6 ki points to gain three standard actions during his turn instead of just one. The monk can use these actions to do the following: take a melee attack action, use a skill, use an extraordinary ability, or take a move action. The monk cannot use these actions to cast spells or use spell-like abilities, and cannot combine them to take full-attack actions. Any move actions the monk makes this turn do not provoke attacks of opportunity. This ability replaces abundant step.
I think that the key is that "instead of just one" piece.
I read it as "instead of getting a standard+move action you can get 3 standard+1 move action". Add the "The monk ...cannot combine them to take full-attack actions." part and it seem clear that you can't make a full attack and use this ability.As I don't play monks I can be wrong, but that seem the way in which it is meant to work.

It's a Monk ability, so you should always assume the least favorable reading.
...In all seriousness though, I think Diego has the right of it. When you use Slow Time you're replacing your one standard action with three; if you've already used your standard action for a full attack you can't replace it.
Still a pretty awesome ability as far as Monk abilities go, though. A 12th level Monk full attacks at +9/+4; if you can pay the ki cost then you're attacking at +9/+9/+9. Bit of an improvement, I think, and you can do it on a move. It's great for an archetype that gives up flurry. I realized today that Sensei/Four Winds/Drunken Master/Qinggong all stack with each other. It'll look ridiculous on your character sheet but it's a pretty solid build.
