Physical Description: Rods weigh approximately 5 pounds. They range from 2 feet to 3 feet long and are usually made of iron or some other metal. (Many, as noted in their descriptions, can function as light maces or clubs because of their hardy construction.)
Does this mean I could enchant my Meta Magic Rod as a +1 weapon?
Would the cost be increased by 1.5?

Not sure about Rods, but most Staves treat weapon plusses as normal cost and magical effects as slotless. However, most staves also have picing issues like forgotten component or something. For example:
Staff .. Price .. Off by .. Off because
Staff of Aspects .. 37600 .. 4500 .. Used druid level not ranger level, and forgot MW cost
Staff of Authority .. 23000 .. 4000 .. Doubled plus cost
Staff of Dark Flame .. 47000 .. 2433.333333 .. Who knows
Staff of Accompaniment .. 14800 .. -400 .. Did not add slotless cost
Staff of Mithral Might .. 58000 .. -4000 .. Did not add slotless cost
Staff of One Hundred Hands .. 180200 .. -1800 .. Did not add MH at will
Staff of Radiance .. 23200 .. -3000 .. Did not add cont Light
Staff of Spiders .. 30200 .. 0 .. Yea

Rods are not easily priced, as they are not spell repository/weapons.
Given that Weapon-Staves are a simple addition of the Weapon cost and the Staff cost, I think you could do the same with Rods.
