Do I get the to hit from wisdom and dex if I have both of these qualities? If not, which one takes precedence?

Reviewing the relevant texts:

Guided wrote:
Attacks from a guided weapon generally don’t strike hard, but they strike at precisely the right moment to maximize damage if in the hands of a particularly wise wielder. A character who attacks with a guided weapon modifies his attack rolls and weapon damage rolls with his Wisdom modifier, not his Strength modifier.

Guided property says you replace Strength modifiers to Attack and Damage with Wisdom. You can choose not to use your Wisdom, though it's an additional -2 to hit.

With a light weapon, elven curve blade, rapier, whip, or spiked chain made for a creature of your size category, you may use your Dexterity modifier instead of your Strength modifier on attack rolls. If you carry a shield, its armor check penalty applies to your attack rolls.

Weapon Finesse says you replace Strength modifiers to hit with Dexterity.

So by the book, it's mutually exclusive. You either use your Dexterity modifier to hit or your Wisdom to hit, though a better question remains if you can use the Guided property strictly for damage or not.

I'd say by RAW, no you can't have Dex to Hit and Wis to Damage, because you either use all of the Guided property, or none of it, though if you use Strength to damage, it may incur the -2 to hit from the Guided property. You also can't add 1.5x on a 2-hander, though you don't use 0.5x on an off-hand, so if you're worried about Power Attacking via 2-hander, it wouldn't be worth it.

Hope that helps!
