the belt of physical perfection, states 2 4 6 stats for the first 24 are temp. so after the first 24 hours does that mean that they are perm. as long as the belt is being worn?

As far as I know however, the only place in the rules where it is relevant is when determining bonus spells.

Headband of intellect grants you max ranks in 1,2 or 3 skills respectively after 24 hours.

Hit points are calculated using the modified score and thus applies instantly.

DC for spells use the modified score and thus applies instantly.

Saving throw bonus from stats are applied from modified stat, so they don't benefit from being "permanent" either.

I had completely forgotten about feats. Yeah.

I imagine the wording is to stop abuse of such things like the skill ranks by 'trading' the belt amongst characters until a skill check is successful.
