So I'm building this 6th level Rakshasa Monk. The BAB from being a 6th level monk is +4, but the Rakshasa has a total of +14.
Two questions:
1) How many attacks per turn does the Rakshasa get to do?
2) Can the Rakshasa use flurry of blows as if it had a +14 BAB? I assume not, because else this monk will get a +17/+17/+12/+12/+7/+7/+2 attacks, which seems to be a bit much...

Here is how this works. If the monk uses FoB then is BAB is effectively a +6 so if the Rak's BAB is 14 then the Rak's BAB becomes 20.
As for extra attacks those are from FoB which is based off of the monk level not total BAB.
At level 2 the monk gets two extra attack so before the penalties come into play it looks like this 20/20/15/15/10/5/
after the TWF penalties are accounted for it is 18 primary bab/18 1st off hand /13 second bab/13 second off hand/8 third bab/3 forth bab

1)a BAB of +14 gives you three attacks (+14/+9/+4)

Per RAW you have to go by character level. I wish they would have said HD like most other abilities that forces save because monsters don't have "levels", but you can't count a rakshasa with monk levels as a level 6 character.
I would use the Rak's HD + monk character levels as part of the calculation.

How many attacks the Rakshasa gets depends on how he is attacking and whether he is using flurry of blows. If he is not using flurry of blows, the BAB is +14. If he is using flurry of blows, look up the attack bonuses for a 6th level monk and add +10 to them for his racial hit dice.
The DC of Stunning Fist should include racial hit dice.

Total BAB = 14 (16 when flurrying)
BAB 16 normal attack is +16/+11/+6/+1
Attacks should look like this (before any bonuses such as from feats or Str)
+14/+9/+4 (plus possibly natural attacks)
Flurry +14/+14/+9/+4/-1 (no natural attacks possible)
Now you have your attack sequence - add other items that modify hit as needed.
