A Magus normally gets an Arcane Pool at 1st level.
Arcane Pool (Su): At 1st level, the magus gains a reservoir of mystical arcane energy that he can draw upon to fuel his powers and enhance his weapon. This arcane pool has a number of points equal to 1/2 his magus level (minimum 1) + his Intelligence modifier. The pool refreshes once per day when the magus prepares his spells
A Black Blade Magus has the following for Black Blade / Arcane Pool:
Black Blade (Ex): At 3rd level, the bladebound magus' gains a powerful sentient weapon called a black blade, whose weapon type is chosen by the magus. A magus with this class feature cannot take the familiar magus arcana, and cannot have a familiar of any kind, even from another class.
Instead of the normal arcane pool *AMOUNT*, the bladebound magus's arcane pool has a number of points equal to 1/3 his level (minimum 1) plus his Intelligence bonus. This ability *CHANGES* the Arcane Pool class feature and replaces the magus arcana gained at 3rd level.

The 1/3 level + int *changes* the arcane pool class feature, but not replace it, and it says *amount* not level. So does the Magus get his Arcane Pool at 1st level at the 1/3 or does he have to wait till 3rd level to get the Arcane Pool?
I think this could be read either way.

It doesn't modify the class feature until level 3, but it doesn't matter. At level 1-2 your arcane points are the same. At level 3 it would normally go up by 1. If you take the archetype at level 3, then that is when it would change by NOT going up.
Thanks for the answers, but I phrased the question poorly.
Regardless of which formula, Does the Magus get his Arcane Pool at Level 1 or Level 3?

1st. It does not replace the 1st level arcane pool with one at 3rd, it changes the amount.

It doesn't modify the class feature until level 3, but it doesn't matter. At level 1-2 your arcane points are the same. At level 3 it would normally go up by 1. If you take the archetype at level 3, then that is when it would change by NOT going up.
Re read how it work:

"This ability changes the Arcane Pool class feature" and "replaces the magus arcana gained at 3rd level" are two different effects.

The arcane pool ability is acquired at first level and this ability change it.
The character will get a number of arcane pool point equal to 1/3 of his level, with a minimum of one, plus his intelligence bonus, from first level onward.

The arcana gained at 3rd level is forfeit completely. A level 3 bladebound magus hasn't the magus arcana ability at all.

Arcane pool feature is modified when you get it, at level 1, not at level 3.When an archetype change a class feature it change it from the moment in which that feature is acquired, barring specific text that this ability hasn't.
It don't matter that you get the black blade at level 3, the arcane pool feature is changed from level 1.

Diego, it is a battle which is not worth fighting, as, either way, the Black Blade's Arcane Pool is going to be the exact same size.
1st level: 1/2, min 1 is 1; 1/3, min. 1 is also 1
2nd level: 2/2, min. 1 is 1; 2/3, min. 1 is also 1
3rd level: 3/3, min. 1 is going to stay 1, and all agree that at third level it will be divid by 3 instead of 2.
And, up to that point, there is no functional difference to either side of the debate.
