Depends on the alignment.
First, be a high enough level...or all you'll accomplish is to get killed by the Lumber Consortium.
If you are high enough level, talk to the local groups (in this case it would be the Fangwatch, Diamond Regiment, etc) and see if they are ready to make a move, or if you being able to take out the bosses would enable them to make a move.
Basically, round up support for your actions and then make your move against the corruption.

If you wanted to clean out corruption is a small town, like Falcon's Hollow, how would you go about it? What step would you take?
Depends on the power level of the game and yourself. If you're powerful enough, you simply take over, and kill everyone that's in your way.
If you're not uber powerful and it's a level appropriate adventure, then you're going to have to be patient, smart, and careful. You're going to have to ferret out information, look for weak spots, and cultivate allies.

Cultivate friends and allies among those who would like to see an end to cronyism and nepotism. Build up a network of local reform support you can count on to back you up when you make your move against the entrenched elite.
Once you clear out the old wood, make sure you appoint these trustworthy allies to positions in the government so that you can ensure your reform plans will be carried through.
Congratulations, you've ended corruption and made certain that it can't come back because the local government is now staffed with indebted frien....
