15 point buys for three character designs.

Advice

I am currently having issues with three character designs that I aim to use at some point in the future.

I love the whole character building (like history and personality and stuff like that. However as I'm still on a learning curve about setting ability scores and things for an ideal character I usually end up with a character that is usually a total glass cannon or just relatively useless for what I am aiming for.

This is also hampered by our GM having us use a 15 point buy where 20 seems to be the most common one used in guides online. A lot of them also include a lot of adventure path and 3rd party feats, racial modifiers and stuff that makes these guides even less useful as we're only allowed the 'core' guides (Core,APG,ARG,UM,UComb,UE,UCamp,BI,etc)

The one other restriction I have is that these point buys are meant for characters who wouldnt be multiclassing. So their ability scores dont need to be better suited for taking other classes

1) Half-Orc Scarred Witch Doctor

I am looking to go for the whole Prehensile Hair for grapples and touch attacks style build for this character. Of course I'd be looking to build the character my own way, I just wanted an ideal 15 point buy ability score for this kind of build.

2) Tiefling Hexcrafter Magus

I know this is similar to the Witch in many cases, but I aim to take it a different route.

3) Catfolk Wind Oracle

What power level is your DM expecting? Are you one of those players who never dumps stats?

For the half orc, you can easily make this character even in a 10 point buy. Dump CHA, dump STR, leave INT alone, leave WIS alone and bam. The character figures itself out.

STR 7 DEX 14 CON 20 INT 10 WIS 11 CHA 7 and you're just as powerful as you would be if you were playing a 102 point buy.

The hexcrafter is another issue, being such a low point buy, I'm inclined to go Dervish Dance. Dervish Dance however has some RP attachments in that you gotta worship Sarenrae, which may conflict with your concept.

STR 14 DEX 16 CON 14 INT 14 WIS 10 CHA 6

You may be able to swap your STR and INT scores if you plan on going higher into DEX, but this is pretty much the best array you're gonna get out of the Hexcrafter without taking CHA down to 5, unless you are willing to dip your CON to 12 in favor of a 16 INT.

The oracle is a lot like the half orc above, except that you still need CON, so don't expect to rock a 20 CHA.

STR 7 DEX 14 CON 14 INT 10 WIS 7 CHA 19

That's about what I got for ya.

Our DM doesnt have any expectaions of power levels.

As for the dropping of stats. I'm not against it, my only limitations is I'd prefer to not have a stat drop lower than 7 (after racials) and only one stat drop below a 9

Also as I stated earlier our DM's restrictions is only the core books. No feats or archtypes from outside of the PRD guide. Which includes the Dervish Dance feat.

Liberty's Edge

With those restrictions in mind...

Half Orc Scarred Witch Doctor:

Str 7 Dex 12 Con 20 Int 10 Wis 10 Cha 10

Or swap Cha and Str, depending on how you want to roleplay this.

Tiefling Magus:

Str 16 Dex 14 Con 12 Int 14 Wis 10 Cha 7

That's not ideal, but it's the best you seem likely to get sans Dervish Dance or Agile (ie: ways to get Dex to damage).

If you're willing to just deal less damage (not a huge deal on a Magus, actually, since your spells can add) you could go with the following:

Str 13 Dex 16 Con 12 Int 16 Wis 10 Cha 8

But your damage will be seriously below average.

Catfolk Oracle:

Str 7 Dex 14 Con 12 Int 10 Wis 10 Cha 19

Very simple and solid. Or, if you want to go archery:

Str 12 Dex 16 Con 10 Int 9 Wis 7 Cha 18

15 point buy really penalizes you for not dumping your dump stats as hard as possible. For a Half-Orc Scarred Witch Doctor compare:

Str 7 Dex 12 Con 20 Int 12 Wis 12 Cha 7
Str 7 Dex 12 Con 20 Int 10 Wis 10 Cha 10

EDIT: Or if you are trying to get specific feats:

Str 7 Dex 13 Con 20 Int 13 Wis 10 Cha 7
Str 7 Dex 13 Con 20 Int 10 Wis 13 Cha 7
Str 7 Dex 10 Con 20 Int 13 Wis 13 Cha 7
