If you can find it, Monte Cook had a race something like this in his Arcana Unearthed alternative 3.5 Players Handbook. It was called the faen spryte, and was a Tiny flying race that would be *a lot* like Tinkerbell. You couldn't start as a spryte at 1st level, though; instead, you'd start as a Small flightless character at level 1 that was a lot like a halfling ("quickling faen") or a gnome ("loresong faen"), and sacrifice your 3rd level feat to transform into a spryte (not a bad deal for flight, I think.) You could maybe use his spryte as a template for your own design.

Well...first, the ARG race creation rules are awful. Second, let's see what I can do:

Feat and Skill: None
Magic: Lightbringer (2 rp)
Movement: Flight (8 rp) (50 ft, average maneuverability)
Offense: None
Senses: Low Light Vision (0, free with Fey)
That's technically an Advanced Race (because of flight), but only 15 race points which is lower than a Suli...so I think it's alright. If you want to go 16 you could make it non-xenophobic language-wise, adding Common as a starting language.

why lightbringer? and no skills? what about fey resistances?
Lightbringer is because you asked for tinkerbell and she can glow at-will, which that allows.
Fey have no generic resistances, aside from not being susceptible to Charm Person or other things limited to humanoids. That comes free with the creature type.
As for skills...eh, racial skill bonuses are usually mediocre, none leaped out at me as necessary, and (as mentioned) points were tight.
