How would one go about resetting once race after say a reincarnate? Besides another reincarnation.

A wish or miracle spell can restore a reincarnated character to his or her original form.

That's the only way listed unless there's a specific spell that says it can do it in its own description.

Any way cheaper? Like a 3rd or 4th level spell and doesn't have a massive gold requirement?

Kill yourself and get reincarnated again. Repeat until you are the desired race.

There is also the Cyclic Reincarnation spell, although it is 4k more expensive and 2 spell levels higher, which may end up being cheaper than repeatedly reincarnating.
