I don't think this would work, but I really want it to work:
Safe Curing (Su): Whenever you cast a spell that cures the target of hit point damage, you do not provoke attacks of opportunity for spellcasting.
Fractions of Heal and Harm: This spell channels a portion of the next spell you cast into magic that heals you. The next instantaneous area damage spell you cast deals only 75% of its damage, but you heal hit points equal to the remaining 25% of the spell’s damage. For example, if you cast this spell and followed it with a fireball that would normally deal 40 hit points of damage, the fireball instead deals 30 hit points of damage and you heal 10 hit points. The spell affected by this spell must be cast before the end of the next round. This spell has no effect on spells that do not deal damage or spells higher than 3rd level. This healing is treated as if you had been affected by a cure or inflict spell (whichever would heal you), and is treated as the same spell level as the area-affecting spell for the purpose of effects that relate to the spell level of cure or inflict spells.
So can I use this on, for example, a Flamestrike without provoking AoOs?

No. The Flame strike is still a hurting spell, the heal you are getting is from a secondary effect not from the spell itself.

I'd say yes.

Seems like your spell is healing, to me...

Thus, the spell you are casting has to cure the target of hit point damage.
---The flame strike spell has no target, thus it doesn't apply.
But lets say you cast magic missile which does have a target.
---The target of the spell is not being healed, thus the spellcasting of it provokes.
HA HA: But what if you targeted yourself with one of the magic missiles? Then you are a target of a spell you cast that does heal (it also damages) and it wouldn't provoke. (:

The target is "You"... and 'you' receive the healing.
Safe Curing should work fine.
Edit: I'm not sure why this even matters though, on second glance fractions of Heal and Harm is a swift action, it doesn't provoke whether you have Safe Curing or not.

He is asking if he can cast Flame Strike without provoking through Safe Curing, since fraction of heal and harm would cause him to heal.
And as others stated the answer is no, since the flame strike spell (or a targeted damaging spell) does not cause the target to heal.

He asked if he could use Fractions of Heal and Harm on a flamestrike and not provoke with it.
You don't provoke with Swift Action cast spells, whether you have safe curing or not.

"This" could I guess mean anything.... but it seems clear from the question that he means Fractions of Heal and Harm.
