I realize that thrown weapon builds are sub-optimal but looking for some flavor and a fairly good build. Not some uber dpr build.
Also looking at a pfs legal build.
Here's what I am looking at:
oversized chakram for melee
2 chakrams for eventual blink back belt.
Human
traits: defender of society
dangreously curious
feats: In no particular order (something to get going)
wpn focus chakram
pt blank shot
precise strike
wpn spec.
pwr attk
furious focus
would wear hvy armor to avoid unwanted dmg from wielding in meleee
I realize I am at -2 to hit w/ oversize wpn and another -1 since it's a chakram as well and minus for pwr attk.
anyway wanted to get a foundation for all to play with.
was thinking 2 handed fighter or wpn master but open to any other classes as well.
ideas for my insane need to go this route?

I think you focus too much on the melee part of the build, which hurt the options for throwing.
To be an effective thrower with the blinkback belt, you need A) Quickdraw, and B) Rapid shot and/or TWF+ITWF, and C) Deadly Aim.
Obviously an oversized chakram is a suboptimal choice for a melee fighter. And thrown weapons are suboptimal choices for a ranged character. Combining these two choices in an efficient switch-hitter is hard.

I just noticed something more severe for your build.
A chakram is a ranged weapon, not a melee weapon. As such the rules doesn't not allow an oversized chakram.
Even while it might be reasonable to allow it - if it wasn't for PFS - the chakram doesn't state whether it counts as a light, one-handed or two-handed weapon, so we have no way of knowing what an oversized chakram would be.

You are going to be so feat starved it hurts. Even going straight fighter, that gives you: Point Blank Shot, Precise Shot, Quick Draw, Rapid Shot, Weapon Focus, Weapon Specialization, Point Blank Master, Snap Shot, Deadly Aim, Clustered Shots, Improved Snap Shot, Combat Reflexes and Improved Precise Shot by level 11. Note you can't afford: Toughness, Iron Will, Improved Iron Will, Improved Initiative, Improved Weapon Focus, Improved Critical, Power Attack, Lunge or anything else commonly taken.

Not to mention MAD issues. You need Dex for to hit and ranged feats. You need STR for damage, and for encumbrance for the heavy armor you are using to not cut yourself for using chakrams in melee. Chakrams are ranged weapons despite being able to be used in melee, so you can only enchant them with ranged enhancements, and there is the fact that they aren't defined as being one-handed or light.
If you want something similar that still has the same feel, try a Swashbuckler using the starknife. It's basically a chakram with four spikes, it's specifically a light weapon making in finessable, so you can add dex to damage with the agile enchantment, and you can use it with precise strike to get +level to damage within 30 feet.

An Inquisitor of Desna throwing starknifes could be a solid. Many buffs for increasing your attack and damage bonus, and you have the spell RETURNING WEAPON at lvl 1, so you can do your thing right from lvl 1. At higher lvls you need blinkback belt of course.
The Swashbuckler is also a good suggestion.
