PCs are thus far:

My friends have started a new campain... this will be my 1st. The DM lent me his books to help me decside on classes and race. A half-elf druid really pops out at me, but as for building her I am quite lost.
I was thinking of having an animal companion of a tigress.
But I am open to suggestions!

Those are solid choices. Half-Elf is a fine race, Druid's a great class, and Tigers are one of the best animal companions there is.
Three questions:
1. Are you rolling for stats or using point-buy? If rolling, what did you get, if point-buy, how many points?
2. What kind of game is it,if you know? Lots of dungeon-delving, wilderness adventures, city stuff, or what?
3. Do you want to fight people in melee combat, often in animal form, using your spells to make you better at that, or do you want to cast spells at people trapping them in vines, setting them on fire, etc.? You can do both, but you're probably only gonna be really good at one of them, so you should pick.
Once those are answered, I and others can definitely help you out on how to make a cool, effective, character.

Solid choice only concern is that u might get bogged down by the paperwork of a caster and controlling not only ur combat actions but ur pet as well. I always suggest to new players to pick a combat heavy class, like fighter, and ready up on that class and the combat section and not to worry about the rest. The game has a lot of information to learn and it can be discouraging trying to learn it all at once, especially when going a caster.
Other than that tidbit of advice the answering to Deadmanwalking's questions are pretty key for us to help u.

Oh, wow. those stats are terrible. I'm sorry if that sounds bad, but just...wow. That said...with stats like those, going with a pet and spellcasting is a wonderful idea.
Okay, casting primary, you put the 14 in Wisdom, and give it your racial +2 (for a 16 total), you then go, say, Dex 13 if you want to dabble in archery. Speaking of which, you'll need to take the Alternate Racial Trait "Ancestral Arms" for Longbow Proficiency if you want to shoot people, but that's not an awful plan. You'll be mediocre at best...but that's true of anything you do with stats other than your one 16. Mechanically, you should probably arrange your stats like this:
Str 10 Dex 13 Con 12 Int 9 Wis 16 Cha 7
Personally, I'd rearrange those so I didn't have below-average Int, but that's the theoretical ideal.
Then grab Spell Focus (Conjuration) as your Feat so you can get Augment Summoning at 3rd level, and rely on summoned monsters (via Summon Nature's Ally) and your pet tiger to fight for you. At 5th level, take Natural Spell, so you can turn into a small bird and fly high above the battle avoiding getting hurt while you continue to do the same.
That's...probably the best you're gonna do with those stats. You can also max out your Survival and Perception and throw some points into Handle Animal and Knowledge (Nature) and be a very effective 'wilderness guide' for the other PCs, but you're not gonna do well at social stuff, just for the record.

My DM agreed with you about my rolls being crummy. He said come friday before we begin the campain I could get a one time mulligan (because im a sad little noob) for my stats.One last question, I keep reading about the religion slot for characters.... is this manditory to take up one and does having one really do much of anything? Or is it just restricting my character's decisions ontop of the alignment?

You might want to ask if you can use a point buy as your mulligan so you don't risk rolling crappy a second time. Maybe a 20 point buy to be safe.
The Druid with tiger works well for a first time character. When choosing spells you should consult with the party so they can help you figure out what is useful to everyone. You should also try to have a handful of spells that benefit your animal companion.

Religion is a role-playing thing, and if you go with a druid, you should make sure he pays homage to the powers that be that grant him the ability to commune with nature and animals (remember also it's unlikely a temple will offer its spells to a heathen).
Don't view alignment as a restriction. You're roleplaying, which means you're stepping outside yourself and into a figuratively living, breathing character. His decisions should be based off what that living, breathing character would do, not necessarily based off what you personally would do. It helps flesh out a creation, a personality, and a guide to how your character interacts and perceives the world.
