Rappan Athuk tribute campaign: Where do the Orcs live in Golarion?

Background:

Short story is an evil Wizard wants to extend his lichdom and dominate all reality. He is using an evil orc cults to further his goal. The Rovagug worshippers are grabbing sacrifices, but ultimately the wizard is out for himself.

Where in Golarion would there be a large enough orc settlement capable of forming organized raiding parties?

I'd put such a thing in the Hold of Belkzen near the border with Lastwall. The area has high concentrations of orcs and a history of powerful necromancers.


Joshua probably nailed it. Although there are areas with more of a necromantic tradition, it's easier to have one iffy mage move around than to find new tribes of henchmen.


Well, Ustalav is right across the border from the Hold of Belkzen and it's hard to find an area with a more necromantic tradition than Ustalav.


I would say rolling back the clock on Golarion to Pre-Shining Crusade Ustalav would be perfect.

Tar-Baphon achieves lichdom after being slain by Aroden, and uses an army of Orcs and Undead to conquer much of central Avistan...
before Taldor and the Dwarves and Knights of Ozem finally can prevail and imprison him.
You can pretty easily research the history of all the surrounding nations to understand the changed context at that point in time,
perhaps emphasize a bit rougher medieval level of tech, Cheliax is probably still part of Taldor, Arazni is still alive and good, etc.
