I'm building a summoner for our current campaign and while I was looking over the feat list I came across Summoners Call and it brought up a question that I haven't been able to find answers for.
Does this work when I use the spell Summon Eidolon or only with the summoning ritual?
It also seems like this stacking with augmented summoning which would give +4 str +2 dex and +4 con just seems ridiculous when paired up with the summon monster Sp.

Since the feat states "This bonus lasts 10 minutes after the summoning ritual is complete.", I'd say it only works with the normal summoning ritual.
That said, I consider allowing it to work with Summon Eidolon as well. A +2 enhancement bonus is quite weak (and can be bought as a 8000 gp ioun stone), and the fact that it has a short time limit, makes it almost useless.
Augmented summoning is great with Summon Eidolon, Summoner's call only adds a fraction thereof.

With these, I deviate a little. Augment Summoning works with Summon Eidolon, +4Str/Con, no doubt. Summoners Call only works with the ritual.
However if we're going to stray away from RAW, I would just say Summoners Call works through the day, instead of only the 1st 10 minutes.

What about the flavor text?
Is it just poorly written and have nothing to do with the actual feat?
You have the power to call your eidolon one additional time per day.
Yes, the flavor text is based on the playtest version of the feat that had completely different mechanics. I am pretty sure that there is a change to that flavor text in the errata.
In any case, this feat is really not worth taking -- its effects fade away far too quickly.
