ok there is a debate about page 13 of the PDF from this website.
1. Henchman is defeated
2. closed location
3. checked the deck there is no villain
4. perm close location if no villain
bottom of page 13 says you can explore closed location
so we say that if no villain the stuff stays and it can be explored if 1-4 is correct.
some people say no defeat henchman, Perm. close the location, everything goes. I read it that everything goes but the villain if he is in that location and location stays open but everything stays if there is no villian and can be explored?
I hope this makes sense
short question what happens to the card on a perm closed location and there is no villain found?

I think I understand your question, here's the rundown of all possibilities.
1. You defeat henchmen, perm-close a location, look under it and no Villain. Results: Banish all remaining cards, put back in box. Stuff does not stay. (See 3 below regarding page 13)
2. You defeat henchmen, perm-close location, look under it and find villain (meaning he escaped to here). The location STAYS OPEN, with villain being ONLY card in it. Even though you met the closing requirements since the villain is here it is not closed. You also must have a way to explore again if you want to fight the villain, you don't get a free encounter/turn.
3. I think you are wondering about how you can possibly explore a closed location? This is in cases like general store, where it gets stocked with items upon closing. Closing the gen-store results in items being put under it, even though its closed. The villain will NOT be able to escape here, it is still closed, but if you want to spend explores for some possible items, you can do so.

Yeah. This sentence:
If you succeed at meeting the When Closing requirement, search through the location deck, take out any villains, and banish the other cards.
It doesn't mean that the you only banish cards if there was a villain there. You take out any villains and banish the other (i.e. non-Villain) cards.
As Motrax said, there are few locations that under "When Permanently Closed" to add or leave certain cards in them. That is why you are able to still explore some closed locations. That too is actually in the rules.
Most closed locations don’t have cards to explore, but some effects can put cards there.
So the only way cards are in closed locations is if an effect put them there, not by following the instructions in the rulebook.
That one tends to trip some people up until they see the General Store.
