Ok, is there any racial trait, class ability or feat that allow a character to use its Strength score instead of its Dexterity score as a requirement for Two-Weapon Fighting feats? Because I keep getting the idea that if you can dual wield, it's not because you're fast and agile, but because your off-hand is strong enough to swing weapons like your dominant hand.

if you are going to use that kind of explanation, then I use one of my own: do you realize that a proper hit does not rely solely on the arm? Power is generated in the legs, hips, and torso as well. There is a difference between flailing your arms around and doing a proper punch.
So, in order to get your body to twist the right ways to even being to get the offhand similar to the main hand, you need dex.
But how about some actual discussion: is the Dex requirement that bad? You can still easily do a strength build on a 20 buy and still get TWF. Just buy the scores 16, 14, 14, and then put your racial bonus into DEX (either the floating bonus of humans/half-whatevers or one of the dozens of races with +2 DEX). Put your 4th level ability score adjustment into DEX. There, now you will never have to worry about qualifying for TWF feats. By starting with 16, you get enough for the basic feat, and by getting 17, you have enough for all the good TWF feats. The ones that need a 19 are generally not really that good as far as feats go anyway.
This approach is a bit problematic for those that have to deal with MAD though. It is extremely hard to pull off on anything with spell casting if you are only using a 20 point buy.
