Transiently. Nothing like the Blood War. It's much more multipolar than a simple CE versus LE like in D&D. CN versus CE is a big one for instance, and everyone versus the daemons (when they try to steal souls from the river of souls). Lots of options and more dependant upon specifics and planar politics than any simple alignment dynamic overriding other considerations.
Well, Apsu and Dahak teamed up against Rovagug, so it certainly seems possible.
