I have several questions about PFS that I hope you guys can provide:
1. Do you have to decide whether or not an adventure path will be sanctioned before you begin playing?
2. I just finished playing through chapter one of Rise of the Runelords with some friends. Can my GM fill out my chronicle sheet if we kept track of my XP and gold gains throughout the campaign?
3. I am planning to GM Rise of the Runelords with a different group of friends, what do I have to do to "sanction" the event in order to get GM credit?
4. If GM the adventure path for RotS, do all of the players have to sign-up? Or can I give myself a chronicle sheet?
Any and all input/advice is greatly appreciated!

There are two ways to play adventure paths: module mode and campaign mode.
In module mode, everyone brings a PFS character of the proper level and you run only the sections of the adventure that are listed on the chronicle sheets. After you complete the listed sections, you get a chronicle sheet with everything listed on it with only items the party did not find missing.
In campaign mode, the players make characters and play the adventure path as if it was a home game (aka only getting what they find,etc.). While the players are completing each book of the adventure path, there are assume to be running a pregenerated character through the listed module sections of that book. After the players complete the book (or the sections listed in the module mode), the GM gives everyone a chronicle sheet for that book's sanctioned areas. The players then apply the chronicle sheet to one of their PFS characters.
Regardless of the method of play, the event does need to be sanctioned on the Pazio website and everyone that played in it needs to have a PFS account.
So to answer your questions

I we decide on Campaign Mode, it looks as though we can only apply the chronicle sheets to characters that are at least 3rd level. If I have a level 1 character, how do I apply the chronicle sheet once he hits level 3?

You apply it to the character number when you play it but you don't apply it to the actual character until he hits third level. So if you want to give it to your character #2, you put that character number into the reporting system, but the character doesn't get the gold or XP until he hits 3rd (immediately becoming 4th level unless he's on slow track!)
