Add half your oracle level to your level when determining the effects of a revelation.
Here's the example I have a question on:
Mighty Pebble (Su): As a standard action, you can charge and throw a pebble (or other stone of similar size) that detonates when it strikes a target as a ranged attack. The pebble has a range increment of 20 feet and has a +1 enhancement bonus to attack and damage for every four oracle levels you possess. Any creature struck by the pebble takes 1d6 points of bludgeoning damage per two oracle levels you possess (minimum 1d6). Creatures in squares adjacent to the target take half damage, or no damage if they make a Reflex saving throw. If the attack roll misses, treat the pebble as a thrown splash weapon to determine where it lands. You can use this ability once per day, plus one additional time per day at 5th level and every five levels thereafter.
The enhancement bonus to attack and damage are effects of the revelation. The number of damage dice rolled are effects of the revelation. Is the number of times/day it can be used an effect or just a condition?
Also, it gives a reflex save for half damage, but how would one figure the DC for this save? I imagine 10 + cha mod. is a part of it, but does level (or caster level) factor in to it in any way?

Got a few things to mention here. First of all, you aren't adding half your oracle level with that favored class bonus. It means you add half of a single oracle level to a single revelation of your choosing, with the benefit being found only once you've taken it twice. You can then continue to grab it in subsequent levels to keep raising your effective level for that one revelation (or for a few if you choose to diversify) fairly significantly higher than your actual level.
Now, regarding times of usage per day. If it says it will increase in usages per day at a specific oracle level, the number of times you can activate it will go up only once you've taken the favored class bonus enough times to get your effective oracle level up there--or your actual oracle level assuming you aren't using the class bonus. Pretty cut and dry here. You will indeed be able to use it more frequently than normal due to the favored class bonus of aasimar.
Now, the DC... The DCs of those powers are usually 10 + half your oracle level + charisma modifier. If you've taken the favored class option it would instead have a DC of 10 + half of your effective level for that revelation + CHA modifier, but only if you've been grabbing the favored class bonus.
Again, you'll need to take it more than once. Taking it twice bumps your effective level up by one, four times to get an effective level of two higher, etc. By level 20 you'd be looking at having a revelation that you use at equivalent level 30.

Each oracle must choose from among the following mysteries. Unless otherwise noted, the DC to save against these revelations is equal to 10 + 1/2 the oracle's level + the oracle's Charisma modifier. Spells marked with an asterisk (*) appear in Chapter 5 of this book.
Oracle: Add +1/2 to the oracle's level for the purpose of determining the effects of one revelation.
I can see where that might be confusing. It is "add 1/2 to your level" not "add 1/2 your level to your level."
