Where do I find the section on 'faction bonuses' ? Such as the qadira 10% reduction to the cost of magical items?

Faction traits may be found in the PFS Guide to Organised Play which is a free download. I'm not sure what faction bonuses are, though.

i think Verzen is referring to the vanities - although i don't recall off hand where they're located.

Vanities are in the Pathfinder Society Field Guide.

There are also a few Vanities to be found in the Pathfinder Primer.
