Being exhausted cuts your movement rate in half. Does that mean you can’t take a 5’ step while exhausted?
As long as it doesn't reduce your total movement speed to 5ft of less you should be able to take a 5ft step.
As long as it doesn't take you down to 5' or less as a base movement rate, then yes you can still 5' step.
If you're movement rate becomes 5' or less, then you can no longer take a 5' step.
A five foot step is a free action and the rules don't state that the exhausted condition affects free actions, so yes you can.
I suppose if you only had a movement rate of 5 feet, then you couldn't take a five foot step...
