Casting Bestow Curse with Sanctuary question

Looking for clarification. While Sanctuary is in effect, can a cleric cast Bestow Curse on a target without ending Sanctuary or is that considered an attack spell?

You can use the definition from Invisibility:

Since Bestow Curse targets the foe, it is an attack spell.

You could cast bestow curse and hold the charge without breaking sanctuary, but as soon as you delivered it (an attack), it would end.
